What Is the Gakuran Story?

Gakuran is set in Suginami Ward, a semi-rural part of Tokyo, Japan. The in-game intro screen dates the present day to May 2007, while the official lore is written as a classified police file dated March 2006 — so the backstory runs 2004–2006 and the game itself opens in 2007. The whole lore document is presented as a "Specially Designated Secret" under Japan's real-world secrets act, a framing device the developers use to sell the crime-file tone.

The turning point is the 2004 Japanese market collapse. It hit Tokyo hard, spread the city's resources thin, and caught Suginami Ward's police off guard after years of peace. The resulting power vacuum let gang activity explode in a once-quiet ward — the collapse, in the document's words, "marked a new beginning in the streets of Suginami." That vacuum is the reason the whole game revolves around delinquents and factions fighting for control.

The 4 Gakuran Factions

The official lore names four known factions spread across rural Tokyo and concentrated in Suginami Ward. In-game, you join a faction through its own unique initiation process; you cannot start your own gang outright, but once you earn enough trust with a gang leader NPC you can create your own division inside that gang, and with enough renown you can even take the gang over from its leader.

Haou Ren (覇王連)

A student gang based inside Nishikata High School itself. Haou Ren was founded by a small, publicly-unknown group of students who originally wanted to build a protective order for the high school's youth. Under new leadership they "lost their way" and turned into a gang that controls the school — and only offers protection for a price. Their territory is Nishikata High.

Kanebi Gumi (カネビ組)

A profit-driven syndicate that puts financial gain above everything. Kanebi Gumi runs loan-sharking and debt collection, plus small-scale illegal "greenery" distribution for extra revenue. They hold no fixed territory — they expand wherever there's money to be made, keeping their grip through connections and economics rather than turf.

Bakurakan (バクラカン)

A violent criminal gang that grows its influence through intimidation, assault, and raw force. Bakurakan fixes sports matches, extorts "protection fees" from festival stall owners, and hires itself out as muscle to rough people up. The document calls them the most dangerous and unpredictable of the four factions in Suginami Ward.

Teiden Gyousha (停電業者)

The "Blackout Contractors" — an intelligence-based gang that acquires and sells sensitive information, including intel on the other factions, only ever to the highest bidder. They're also alleged to blackmail high-profile figures for money. Extremely secretive, they keep themselves hidden from the public, and little else is known about them.

Where Gakuran Takes Place

The main location is Nishikata High School, a public high school in Suginami Ward that looks like an ordinary campus but is home to troublesome students and groups that control specific areas and activities on and around it. The other institution in the lore is the Suginami Ward Police Department, founded in 1926 after the 1923 Great Kanto Earthquake, running three local stations under the Tokyo Metropolitan Police — the same force whose dropped guard let the gangs rise. Note that the lore contains no individually named story characters: the only "character" is the unnamed police officer who narrates the file.
